  Experiences with Ecological Sanitation at Resettlement Sites

  Patrick Clervil and Joseph Pierre-Juste presented Concern Worldwide’s experiences introducing ecological sanitation into a number of resettlement sites in Port-au-Prince.
  Their initial experience at the Tabare Issa resettlement site was far from positive. Due to pressure from donors and the rushed nature of the project, the community did not accept the dry sanitation and collection service implemented. Initially, communities were receptive to the ideas put forward, but due to the lack of consultation with community leaders, resistance developed to the proposed solutions. Technical issues related to storage drum size and distance to the drum storage bunkers created further resistance. Overall, the experience was one of going to scale too quickly with a new technology, and ultimately not getting full community support.
  Based on this experience, Concern modified their approach and partnered with SOIL to renew community engagement and manage sanitation services at the Village Eden resettlement site. The site houses 70+ families and people were offered the choice of continuing to use communal pit latrines or switching to individual household sanitation using a dry sanitation technology with a collection service. Around 25 households opted for the household toilets, and agreed to pay a monthly collection fee of HTG 50 (USD 1.25) to have their toilet buckets collected on a regular basis. SOIL gave education and awareness raising sessions to the community. The technology was improved by getting the bucket size right, and by delivering desiccating material (bagasse from cane sugar) to the site in the empty buckets. Distances to drum storage bunkers were also reduced.
  Concern is now looking at replicating the collection service at other resettlement sites, rolling out the approach in a progressive manner.

  Expériences d’Assainissement Écologiques dans des T-shelters:

  Patrick Clervil et Joseph Pierre-Juste présentèrent les expériences de Concern Worldwide dans l’introduction de l’assainissement écologique dans un nombre de camps des abris transitionnels (T-shelters) a Port-au-Prince.

  Leur première expérience dans le camp de Tabarre Issa fut loin d’être positif. À cause de la pression des bailleurs et la nature urgente du projet, la communauté n’a pas accepté pas les toilettes sèches et les services de collecte mis en place. Au commencement, les communautés se montrèrent réceptive à l’idée placée devant eux, cependant à cause d’un manque de consultation avec les leaders de la communauté, des résistances se sont développées par rapport aux solutions proposées. Un problème technique relatif à la taille des récipients au-dessus les toilettes ainsi que la distance du dépôt de stockage des récipients ont créé davantage de résistance. En gros, l’expérience s’est révélée trop hâtive pour la présentation d’une nouvelle technologie, et ensuite l’absence du support  entier de la communauté.

  Sur la base cette expérience, Concern a modifié son approche et a utilisé les consultations de SOIL pour renouveler l’engagement de la communauté et gérer les services d’assainissement au camp de déplacés du Village Eden. Les familles et les gens vivant dans les  plus de 70 maisons du camp, ont reçu le choix entre continuer à utiliser des latrines publiques à fosses ou bien  des toilettes sèches individuelles par ménage avec un service de collecte. Environ 25 ménages ont opté pour les toilettes individuelles et accepté de payer des frais mensuels de collecte de 50 HTG (USD 1.25) afin d’avoir leurs seaux d’excrétas collectés de façon régulière. SOIL engagea des services d’éducation et  de sensibilisation dans la communauté. La technologie était améliorée en donnant au seau la bonne taille, et en distribuant des matériel de dessiccation (bagasse de canne à sucre)  et des seaux vide sur le site. La distance du magasin de stockage des récipients était également réduite.

  Concern est en train d’envisager la duplication du service de collecte dans d’autres camps de déplacés grâce à une approche progressive.
