National Sanitation Strategy - Edwige Petit, DINEPA

Edwige Petit introduced DINEPA’s planned sanitation strategy for Haiti. In her presentation, Edwige outlined the history of sanitation legislation in Haiti. The first sanitation law was made in 1919, which defined the necessity for every Haitian to have a toilet. Subsequent laws in 1937 and 1942 established the legal framework for the state to provide sanitation services for the population and for the establishment of sanitary inspectors. However, due to social and political upheaval since the early 1990’s, sanitation coverage in Haiti has actually decreased. 

DINEPA’s Sanitation Directorate was created in 2011, and the sector strategy is currently being finalised. However, the main thrust of the strategy is to: 1. Provide services and infrastructure for the collection of human waste. 2. Treat effluent and add value to human waste. 3. Promote safe sanitation at household level. 4. Train sanitation staff and conduct research into the sector. Edwige highlighted the need for immediate action, involving both State institutions and political leaders. There’s a need to inform, educate, and train. She then highlighted the municipalities where DINEPA is currently focusing their efforts. Key activities include: creating an institutional anchor, supporting municipalities, promoting household toilets, maintenance and management of sanitary installations, developing emptying service capacity, and promoting and strengthening the treatment and valorisation of waste. Edwige clarified DINEPA’s position on sanitation activities at the household level. NGOs should no longer provide (supply) household toilets. However, NGOs should be involved in providing appropriate sanitation solutions at resettlement sites where new housing is being built. She also emphasised the importance of ensuring active community participation in the design and implementation of projects. [/accordion] [accordion title="Français" active="no"] Stratégie Nationale d'assainissement: Edwige Petit a introduit la stratégie d'assainissement prévue par la DINEPA pour Haïti. Dans sa présentation, Edwige a parlé de l'histoire de la législation en Haïti. La première loi sur l'assainissement a été adoptée en 1919, et a mis l'accent sur la nécessité pour chaque Haïtien d'avoir une toilette. Les lois adoptées en 1937 puis 1942 ont mis en place les cadres légaux selon lesquels l'Etat fournirait les services d'assainissement à la population et établirait des inspecteurs sanitaires. Cependant, à cause des bouleversements politiques et sociaux depuis le début des années 90, le niveau de la couverture en assainissement a connu une baisse. La Direction de l'Assainissement de la DINEPA a été créé en 2011. Pour le moment on est en train de travailler sur la stratégie du secteur. Cependant les buts visés sont: 1. Pourvoir des infrastructures et services pour la collection d'excréta humain. 2. Traiter et valoriser des déchets. 3. Promouvoir un assainissement sécuritaire au niveau des ménages. 4. Former les employés travaillant dans le département d'assainissement et mener des recherches dans le secteur. Edwige a insisté sur la nécessité de poser des actions immédiates impliquant les institutions étatiques et les leaders politiques. Il y a un besoin en information, éducation, et en formation. Puis elle a parlé des différentes municipalités là où la DINEPA est en train de concentrer ses efforts. Les activités essentiels ont inclu: créer un ancrage institutionnel, encadrer les municipalités, promouvoir les toilettes des ménages, pratiquer l'entretient la gestion des installations sanitaires, développer la capacité des services de vidange, et enfin, promouvoir et renforcer la valorisation des déchets. Edwige a apporté des précisions quant à la position de DINEPA par rapport aux activités sanitaires au niveau des ménages. Les ONG devraient arrêter de construire (fournir) des toilettes dans les ménages. Cependant, elles devraient être présentes dans les camps des déplacés et quartiers de retour, fournissant les solutions sanitaires adéquates aux maisons nouvellement construites (ex : abris transitionnels / « T-shelters »). Elle a mis également l'accent sur l'importance de la participation active de la communauté dans la mise en œuvre des projets. [/accordion] [/accordions]
